There's no gear farming per se. Students have their own three slot gear with consistent stats you only upgrade, some have bond gear and all of them have their own custom weapons they use but all of it is a matter of progression and not RNG.

If you don't have normal missions done, it's better to do normal missions. You probably have a really shitty bonus for farming the event. Or maybe you don't know what a bonus is, idk.

cHare isn't getting powercrept - there are only 2 special slots and cHare became so meta because Kisaki was hogging one of them with a unique EX buff, so moving Himari to a striker in cHare was sensible. Ako has a similar deal with dAru stocks going up because Kisaki and Rio exist.
The fact sSeia has came out and can give you a Kisaki buff as a striker means Kisaki's stranglehold on the special slot is more flexible - meaning Himari MIGHT be able to see use again and you just get your sSeia out for the Kisaki buff - that's the only thing meaning cHare might be less meta.
That said, we're also getting sNagisa, so it may well just be that the special slots are still in high demand and it's just her taking it instead of Kisaki, but it'll depend on what hypercarry is being used and what she synergises with best etc.
All of these characters are still useful to have for second teams or situations where you don't have EVERY meta buffer OR bosses where type damage means you can't field Striker X because they get blasted by the boss so you use their special version.
