Except on CN the mentality was different, even for devs. They were designed with being standard characters at the start. The banner was just a chance for whales to get them easily without relying on standard/losing 50/50. And it gave f2ps chance to have some time to save. During first summer event, when S.Moko/S. It's actually a stealth nerf. The costume gacha was like our railway event gacha where it had a limited number of pulls, so while trying for the costume you'd get a bunch of upgrade materials. Our version of the costume costs more than the CN banner did to max it, so we're basically just paying more for less.
They also admitted that it's only available permanently because they're required to leave it there by EU law. They'll keep pissing on global and saying it's a gentle spring drizzle.

You can get a maximum of 10k exp and gems per day from the wandering shadows, takes like 5 mins if you teleport around the final palace 2 level and instakill them. so if you leave everyone but wonder uncapped in your party, thats 40k exp each day. Main party(ann,lufel,rin,puppet) has hit 60 from 55 doing this, and working on a second one(shun,flueret, leo, hag) now. I'm about to hit 60 though so I might just boost them the rest of the way so they aren't so far behind.
