nta but my guess is that from how it's seems now even with so much of the light being released distortions being more common than ever makes it hard to imagine that distortions ever being fully eliminated even if that last bit of light is released.
With that said though, I'm of the opinion that if the SoL had properly gone off without a hitch, there would have been no distortions as there's several characters that state as much in Ruina.
Another possibility that I did consider however was that perhaps this feature may have applied to the first SoL. Basically, if the first SoL had gone off fully, there would be no distortions, but since it was interrupted it allowed Carmen to essentially hijack it and establish herself within the light, which was never intended. And once Carmen is there, that means that the distortion phenomena itself can never truly go away, only reduced. Although thinking about it, if the second SoL was fully realized, perhaps that might have also sealed the distortion phenomena since it seemed like Angela was essentially preparing to act as Carmen's eternal jailer and lock her away, before Roland pulled her out. At least, that's how I see it.
