The omega-level navi fights in BN3 were one of the moments where I actually stopped to think "This might be a bit too much post game". After finding their invisible spawn points, the fights start with a gauntlet of omega-level viruses meant to wear you down, but despite my exasperation I did like how they were navi-appropriate thematic team compositions:

Hmm, Leviathan, and the others are meant to protect humanity, but Wily could arguably be seen as a threat to peace and stability, akin to Ciel's rebellion. While there is a sadistic streak to her, I can't imagine her loyalty would cause her to do anything outside of the purview of her operation... so while she might rough him up a bit, I don't think she'd kill unless given the go-ahead by Copy X, in advance.
See, Ciel and Wily are both human non-combatant leaders - they control things behind the scenes - while Zero/Wily bots are effectively tools to exert their will. As such, Leviathan engages in fights with Zero, because he's an enemy combatant that can entertain her, but I can't imagine her murdering a human without means to defend themselves - especially if they're a high value individual, that could be made an example of in public.
Assuming Leviathan had bested a wily machine, and had the doctor pleading for his life, she would probably just apprehend her target, and bring him in for judgment. Of course, this is Neo Arcadian judicial system we're talking about, so I imagine it would be a little more strict than the Classic-era revolving-door penal system.

They are official, but if I might hazard a guess, they needed more parts and base body formats. Notice that Bomb Man here looks very similar body-wise to Bubble Man. But that it's kind of funny that they just returned to 1 instead of making more of 3, it is. I've always preferred the simple power of Gregar - the Crosses presented in that game are strong powerhouses, and easy to use in PVE, while Falzer Crosses are technical weirdos, but they're actually meta-relevant when it comes to PVP.

Small aside, it is weird how Gregar gets two fire Crosses, though - Heat is fire, and Charge is Fire/Break... but Falzar also has Break, represented in Ground, and technically Dust, but the latter would fill the Object archetype, and that doesn't have a damage type. Not really. There are technology soft-resets in between series to begin with and most of the time the main antagonists tend to be the same characters. It doesn't help that cutscene powers and whatnot are all out of whack.

I think Prometheus does all the heavy lifting in battles compared to Pandora but he falls short to Fefnir's fire power so they probably wouldn't do much better against Omega.

Optimal performance would utilizing her superior sub-aquatic maneuverability, and ranged techniques to exploit Omega's inferior range - people truly undersell the merits of flight, and range - it really annoys me when Character A is a melee brawler, and Character B has energy projection / flight that should allow them to just carpet bomb the opposition, but they get up close, and personal just to job.

Anyways, RXD emphasizes the strengths, and weaknesses of Omega - bro is a beast with Touch of Death should he get into melee, but his ranged techniques are subpar, and his lack of mobility meant he'd often times get worn down. Despite being explicitly a PVP character with passives to reflect this, Omega floundered against any competent players who knew how to keep the pressure while maintaining distance; base-Leviathan was unironically better due to her Marine Snow, and Spirit of the Ocean providing slow, allowing for a cheesy strategy.
Like, Arc Blade's trajectory is only of use when you're above the opponent, or already right in their face (Winmore desu), where as his charge shots are slow, and easily evaded. His strongest asset, would always be the rocks he can summon with his charge saber that grants him some vertical merit against mobile targets.

So, as long as Leviathan can resist the urge to go "Hm, I should run up to him to hit him with my spear", and cheese the fight with a field advantage/range-superiority she should theoretically be fine - it's man with nuke arms, against lady with an airsoft rifle and omnidirectional mobility, in summation
