Every single Final Fantasy game has two things and you cannot deny it, A story and PvE content, problem is that this game brought in many "story only" enjoyers that do not engage with all the content has to offer. Something like Extremes or even Savages can be cleared by literally anyone, even Ultimates given the time, the game is not hard, the game is not complicated, the skill ceiling is shoulder height at best, yet a good chunk of the community is downright terrified to do anything that's not in a roulette. If you check JP even the most casuals of casuals will attempt Savage, even if they don't clear, they see it as content, and they try it, while when a new type of battle content comes out you will get a ton of people going "not even gonna try it" It's not a reward or even content issue, is a people issue.

it's the pipeline and preparation of the content that is killing it for most people
casuals do not want to spend time searching for groups, looking for like-minded individuals or having to study things, they want to fight stuff and play the game casually
the skill level is irrelevant; casual content should be labeled content you don't need to prepare for and high-end content should be content that requires preparation and organization

if for example you were to do a fate with extreme-level mechanics (which kind of exist, the micca fate and others) plenty of "casual" players would be able to do them and enjoy it
BUT a lot of those same people would not even look at the content if you needed to gather 7 other players to be able to fight it

as it stands now there are very few pieces of content in the game that do not require organized groups and yoship is blind to this
