I'm glad you asked. I believe that it has something to do with the fact that both kits differ completely and Kayle has a much better scaling potential.
She is able to get 5 stacks on her passive level one and even kill the opponent (Vlad can too with Aery Scorch but once you fuck that up it's kind of over for you and you have to perma farm + no gathering storm which makes you literally disables).
Kayle is able to build either AP or AD, depending on what her team needs, has a shield/m shield break that slows, has a speedup heal, reset auto attack ability and literal immortality given to one person that also deals damage.
Vlad has no CC, he cannot contribute in any other way unless he scales perfectly. He has no way of contributing to team in any other way other than giving his ultimate in the teamfights.

Yes but you mentioned game length, and she needs quite a bit of time to hit 16. And even if she can get pretty good at 11, her huge gaps of power are at lvl 2-5 and very rough at lvl 9/10 when usually the opponent has an item but she is behind because she has less farm and spent 1k on swifties. Which is to say, I don’t think she has much agency to extend games which usually comes in the form of helping for dragons so enemy doesn’t get early soulpoint wincon, and she cant really group until 11 at all (which is usually around min 15) and has to play sidewaves until 16 afterwards.

But I agree she for sure is a stronger champ in most scenarios, she just has a rougher early game in terms of sustain even if at 1 she has high kill pressure.

Riot August said they won't ever bring that back because Support player will always be pigeonholed into building it for the team, and they really don't want that.

His E is easy to dodge and he doesn't actually have alot of dmg in his kit to handle bruisers well, your best hope with him is knowledge gapping the enemy toplaner.
