I think they're trying to make it so everyone gets a chance at POTG. Tanks are really overrepresented by the algorithm because they have the best chance at multikills. Especially heroes like Winston or Zarya. So it was just tank POTGs on repeat for years. Their new setup isn't good. Most POTGs have absolutely nothing going on now. It'll be a kill, ten seconds of nothing, then a kill. Meanwhile your Winston got a four-man or your Tracer got a triple kill or something, but however they're trying to set it up prevents those plays from being shown.
