If that is Rumble, his Q is programmed using Singed's code, as per Phreak, and it affects him more since the "high level strat" on Rumble is to spasm out to hit as many targets as possible with his Q but instead of applying at 0.00s, 0.25s and 0.50s, for red team it doesn't apply its first tick of the debuff until 0.25s. Same thing with Singed's Q.
Apparently, assuming an enemy walks away from his poison trail instantly, they have 0.5s to get out of the spell's radius in order for the debuff to not apply. This explains why for years I have felt as if the enemy should have gotten poisoned as I am inside of them but they end up unscathed and surviving on no hp at all

He goes into it in the video. Update actions seem to be based on a hierachical structure where the blue team has their checks first, like if poison trail is on the ground and if an enemy is inside of it -> apply debuff, and then red team has their checks, such as debuff on player->apply damage. The problem is that, for the game tick that poison is first applied as a red team Singed, it first checks the enemy to see if they have a debuff and they have none, so don't apply any damage. Then, once it gets to the red team, it sees an enemy inside of the poison trail and applies the debuff to the enemy, meaning it first takes damage the next tick update around. This is the cause for the issue for both champions as Rumble Q/R were coded using Singed Q as a base.
