Hibiki is the only one must have more or less.
Iori and Aru are great to have and see some uses in raids. Izuna doesn't see much use in any raids nowadays, her reposition is useful in some JFDs.
Hifumi is a niche student for Wakaboat and Peroro.
Hina was top pick for red Kurokage, dunno whether Toki or nyHaruna wouldn't do better with different terrains.
Karin is pretty niche pick in pvp. Neru is a great unit for Wakaboat and to break Kaiten shield.
Two or one star useful students like Tsubaki or Serina will spook you enough during rolls. Not to mention that game gives eleph boxes like candy nowadays.
If you are a newcutie, Haruna might be useful for blue content, but you will probably clear the stages she would help you with through sheer determination before you will farm enough to redeem her.

Those are the students who are regularly used on max level. However, Aru and Iori have replacements. With Neru and Hifumi you can cope and use them at 3* with different strategies. Hibiki doesn't really have a replacement, but I don't really see the rush to have her before max level. Sure, at 90, you want her at UE40. But there's nothing wrong with just farming whatever hard students you want. I did 360~ AP on hards every day for a year to unlock all the students and slowly build the strong ones.
