9, use almost whatever. In open world and group pve even the worst specs would do fine. Ones that have some kind of buff provide are more desirable. Support builds are situational, tank is extremely situational, basically only in raids.
lmao/10 PvP is too small and a completely separate thing from pve. You either take the most dominating meta build and curbstomp everyone or play whatever for fun. To change a build you just click in the menu and that's it. WvW pvp is again it's own thing.

I'm surprised they added a fourth round of elite specs into the game while still monetizing build/gear templates the way they are. Nine core professions with four elite specs is potentially 45 different "classes" to play, especially with some core ones still being strong enough to play on their own. Then we have WvW builds, power/condi DPS builds, boon builds, heal builds, PvP builds. Just two gear templates and three build templates is absolutely horrendous, even if you were to only have nine characters for each profession.

Shield is mostly a PvP/WvW thing.
I think Engi and Chronomancer are the only ones that might use shield in PvE.
Engie because the only other off-hand option is Pistol which is heavily condi focused, and shield offers better utility with projectile reflect/knockback and block/stun.
And Chrono because shield gives you two blocks that give protection, and a stun that blocks missiles. I think it used to be heavily used in raid content back when chrono "tank" was a fresh meme.

The deluxe versions of Janthir Wilds and Visions of Eternity come with infinite gathering tools which are a nice luxury, they're worth like $30 of gems. The ultimate edition is only $25 more than that for $50 worth of gems, which you could use to get a lot of nice convenience items like recharging teleport to friend, infinite salvage tools, shared inventory slots, bag slots, etc. You can convert gold to gems in game but there's a lot of stuff to spend your gold on as you're building your account. Maybe I have more money than sense or something but I felt like buying gems to get some of that stuff as I was building my account a couple years ago was a no brainer, game isn't asking for much in the grand scheme. Buying all the expansions on sale but getting 1 ultimate edition for is like $150 or so and that gets you everything in the game plus affords you a bunch of conveniences.

wow and gw2 are very different both progression wise and gameplay wise. there is no gear treadmill (with some exceptions like ascended and ar for fractals, but its very easy and fast to get anyways) and the game uses action combat gameplay instead of hotbars and gcds.
its also very sandboxy since wihtout a clear goal in mind you'll realize that there's "nothing" to do, despite there being loads of content and it's why it can feel grindy with shit like leggys taking so long to make.
definitely give the free version a try and if it hooks you in then buy the xpacs for more gameplay options with elite specs and weps, since that's the game's strongest point.
