You should make sure to always have enough on hand because it can happen, but on the other hand you statistically won't have to spend 100 rolls for every character either. In previous threads where they crunched the numbers it's about 6 months to 100 rolls if you're just counting the strict recurring income from dailies/weeklies/supplies/maintenance/weekly store giveaway. In practice it's closer to 3-4 months since you've also got limited-time missions, events, and apologems.
If you're F2P I would instead think of the game as being more about working with what the random rolls give you - it's not like you really need limited legendaries (and there's a strong case that disciplined generals are more meta).

The mainline story dungeons only "scale" in the sense that the same enemies get tougher based on which floor they're on.
Only some event dungeons have scaled based on grade level and it's not really that dynamic, more just a replacement for the old difficulty selection, and in any case gear will make a much larger difference in how hard things are.

The only reason to possibly stay below grade is to be able to grind on easy content, but the bonus XP only is added for up to 10 levels below, and if you grind on easy content you won't get access to the real grind, which is good gear. Back during launch where Abyss 2 was the end-game area holding the grade down definitely saved you a lot of time, but we have no shortage of places that give max XP to level 50+ adventurers now while dropping high-tier gear (Sand Shadow Cave, Le Bicken, etc.), and for rapid leveling the Guarda dispatches are also more efficient.

Sheli weapon is good enough at +10 to use since mages hit softcap fast and its a good inventory weapon for debuff spam.

Raven/Cuisinart are good enough to use at +10 only if they are purple 4 star or higher, and you have to use an FAS and hit attack blessing to match farmable endgame weapons.

Cat weapon is similar, but instead of attack you just need a fuckton of SUR on every piece of gear till you are guaranteed sure hitting every single attack even on bosses.

Heavy Attack is basically the only relatively easy to level physical attack, and needing 9 dupes to level it for Thieves and Knights in addition to your fighters is just unviable for most.

Priests have a pretty good amount of HP, more than thieves and mages. They can take a hit or two with no issues.
You don't want to go melee priest though. Healing scales off DIV and maces don't give DIV. Priests also have low SP.
Priest + Mage works better since staves boost both MAG and DIV, so they don't lose that much damage while still getting high heals.
