You really can't go wrong with either for leveling.

Paladin gives you the flexibility to queue as tank or healer and you can AOE like 4 yellow mobs while leveling. The drawback is you'll have stiff competition for raid spots at end game.

Mage can still AOE level with CoC and one of the top tier DPS at end game. You'll have less competition for raid spots on this class.

In vanilla there was a six month period between the release of the game and the release of BWL, a six month period between BWL and AQ40, and a six month period between AQ40 and Naxx, give or take.
You can’t follow that exact schedule because players progress faster as the strats are known and done. However with the way loot is done you can’t go too fast or else you have the players gaining the next tier of gear before they ever even get the previous.
I would say you could do a new raid tier every three months. Keep in mind there are smaller raids and world bosses and so on you can release in between raid tier releases.
