Olga and certain other Servant were the main candidates for the 10th anni Servant. They originally decided to release the other Servant this anni and Olga next year, but they switched them around because Olga is central to the final chapter's story and they can make it more exciting this way. That other Servant will be released were Olga was originally planned to be released. Not sure if it's Galahad or Solomon/Solomon adjacent.
