You should read up on how the OL lines work. You're only guaranteed to get an effect on line 1, line 2 has a 50% chance and line 3 only 30% and for every locked line the cost to reroll the OL piece increases by 1 rock.
So you're now spending double the rocks to try and hit a 50% or 30% line with a good effect. On top of that ATK isn't as important as ele dmg most of the time so it wasn't even worth it to lock it at all.
Also don't bother with perma locks, you don't need to spend the extra rocks with how many custom locks we get you can always just temp lock stuff when you reroll

On element is not the best most of the time. The meta is killing priority targets quick and most units uncontrollably spread their damage out to everything on the screen which is particularly bad for the boss. The element bonus doesn't make up for this waste. The most effective team for 99% stages at the absolute highest deficit is going to be Siren/Crown/RH/Rapi/THelm (or Naga), otherwise you're just going to get timed out.
