Amy is Girl Sonic. Yes.
Rouge is not Girl Shadow. Rouge is ALSO Girl Sonic. But different from how Amy is Girl Sonic.
Take Sonic's traits -> translate through a super feminine and rose-tinted girly lens = Amy Rose
Take Sonic's traits -> translate through a seductive catwoman lens -> change "I do what I think is right" to "I do what personally benefits me" = Rouge the Bat
Amy and Rouge are two different takes on what a Girl Sonic would be like. But Rouge is not MEANT to be "Girl Sonic" directly. Rouge is Nega-Knuckles, meaning she's the polar opposite of Knuckles much like Blaze or Sally are to Sonic. BUT, since Knuckles is Anti-Sonic, Rouge being Nega-Knuckles just loops it back around to being like Sonic.
A Girl Shadow is a Dark Girl Sonic, which doesn't describe Rouge even if she herself is dark aligned, because what makes her dark is that she's amoral and self-serving but in a way that emulates Sonic's carefree and charismatic attitude. What distinguishes Sonic from Shadow is a lack of that carefree charisma, as Shadow is defined by a strong sense of purpose and a willingness to pursue his goals by any means necessary. In a sense, Shadow is like Sonic stripped of his freedom as he's shackled by the past. If Sonic embodies chaos, then Shadow is the dark side of chaos: destruction. The "Chaos" that needs to be controlled, making him a living weapon of mass destruction that is used to destroy a specific target. Which, obviously, is nothing like Rouge. That's more similar to Surge, since she is a Dark (or Evil) Girl Sonic at her core, and her target being Sonic himself.

My headcanon for Sonic is that everything is just one big children's story which is progressively getting darker because the kid it's meant for is growing up and the story has to mature with him.
Sonic has a dedicated 10 years of cartoon antics and then a dedicated 10 years of dark and mature antics starting from the 90s until now which means by 2030, Sonic will reset back to being cartoony since he's being read to the grandchild of the original kid from the 90s.

Like, just look at Blade of Courage. This is pure unadulterated WIND right here! Because, whoever wrote it is going off of whatever notes Sonic Team gave him in Japanese and stuff, and so he just writes that Sonic to the best of his ability. And it's cool!
Meanwhile, with IDW, it's Ian Flynn who THINKS he knows Sonic, but really it's Archie Sonic he knows best, and anything game-canon related comes with loads and loads of headcanon and personal opinions preventing him from just writing it accurately. And there's Evan Stanley whose biggest flaw is that she is perfect at writing Amy Rose specifically, which means characters like Silver get uwu-fied under her pen and she didn't even realize it until it got pointed out to her. Because she's a tumblr fangirl who treats her favorite characters like soft babies or whatever, and that mindset is perfect for being able to capture the purest essence of Amy's character especially with Heroes and Battle as her reference material, but very very very flawed when trying to write characters like Sonic or Silver or even Shadow. Like, don't try and get Maria Robotnik to write Shadow, she's only gonna make him cutesy and stuff because that's how she sees him.
I don't have anything against Ian or Evan, though. I'm sure with time, they will improve and I have high hopes that they do. Evan already has learned of her shortcomings, and wants to improve. And since Ian has direct contact with Sonic Team at times, it's inevitable that he will become more understanding of the actual material he is writing for.
But Sonic Team needs to step in a lot more and actually take control of the series more directly. Their character supervisors and writers need to take action a lot more closely, instead of only caring about keeping Shadow alone in-line or whatever.

Sonic X was also a factor in that image of Tails changing, and it itself was drawing from Sonic Adventure 2 where Tails was made playable as an Eggman reskin in his own mech.
So SA2 -> Sonic X + Critical Backlash against the Friends because of '06 and stuff = Tails becoming a weak spineless coward who can't fight.
And yet internally, Tails' character never officially changed. If an opportunity to make Tails playable arises, he'd be right back to his Adventure self like nothing ever happened, like all these years of cowering never existed. Because in Sonic Teams' eyes, they might as well not exist. It's simply a direct result of various factors forcing that to be the standard.
The solution to the Tails problem is just "make him playable again", and that's it. That's all you need for him to remain his adventure self. Pushing him further beyond that requires giving him his own team to lead. But at the very least, Frontiers & Dream Team brought Tails back to the baseline.
