if there are no frontrunners, the game picks 1 pace chaser completely at random to act as a frontrunner, but they do not use frontrunner speed modifiers. they use pace chaser speed modifiers with a frontrunner lead advantage.
Normally at 50% the pack starts condensing as all the runners stop following pack rules and the higher speed of the back runners catches up to the slower frontrunners.
in a no-front race, the front clump of pacechasers do not gain any ground on the front-pace. they cross 66% at full space. it's damn near impossible to close that gap.
The global ref doc specifically says bring a frontrunner to CM or a pace chaser will run away with the race. This is the reason why they say that. Without a front, nobody will catch the leading pace.

If you only care about one specific character on a specific banner then if that character has 0.5% pull chance then after 200 pulls you'll get 1 of that character mean average and then another copy from the 200 exchange. For 100% increased efficiency of your carats per copy of that character. So you should always do that.
But if you care about SRs, or if there are a lot of SSRs that would work for you the maths of it changes. If literally any SSR would be an upgrade then after 200 pulls you'd get 6 and plus 1 mean average. So the exchange only increased your carat efficiency on those by 16.67~%.
And since it's early in the game you may well need SRs capped. That can potentially be a lot of the value of pulling for you. And the exchange does nothing for that.
And 30,000 carats is about 2 months of freebies. I know that people tend to assume they will play every day forever because they have absolutely no concept of future planning, but 2 months is a pretty long time to not bother with one of the more exciting aspects of the game.
