if i run pace chaser the game will roll a dice and pick 1 of the 9 to pseudo frontrun and they'll be uncatchable at the end of the race with frontrunner position but pacechaser phase modifiers.
if i run front runner, it's grade D and it's like a 1/3 shot to get swinging to proc so i can stay alive

The global ref doc specifically says bring a frontrunner to CM or a pace chaser will run away with the race. This is the reason why they say that. Without a front, nobody will catch the leading pace.
