He does, when you very first start fishing you can buy some improved bait off of him. Honestly though if you're not retarded you can do all the fishing challenges with like 50 improved bait max. the animations look fine to me, but I'm not a gun nut, or too particular about them, so long as they aren't egregious. I wanted to pick up this mod the other day but the reload animation just looks too still, very unnatural.

for balance, I go through all of my mods and fix up mod descriptions, rebalance them to keep them in line with their counterparts, make sure the misc mods are correctly named and added, scopes have the proper entries so they sway properly, remove "magical" effect uniques and if they have skins that I like, make them craftable on the default gun, etc.

One of the biggest problems of FO4 for animations is they need four sets of animations compared to just one for new vegas/3. The big consolidating leap forward for nv/3 was the ability to have first and third person animations be shared, FO4 can't do that because lmao shitthesda. In 3/NV what exactly do weapon requirements even do for melee and unarmed weapons? Sure higher skill numbers means more damage but it's not like you can't use a STR 7 weapon if you only have 5 STR, or not meet the required skill. I've been playing fallout 3 for a while now and the weapons are by far the worst part of the game. the shooting mechanics aren't that great and it doesn't like there's really any upgrade paths for them. The rest of the game is actually pretty fun it's just the guns aren't really jiving with me. I think fallout 4 ironically did a better with them, in the stats and gun feel department

Adv. drag is so much better than everything else its genuinely not even funny. Mark 3 + Adv. Drag the only things that feel impossible to catch are the Local Legends, everthing else is easy->somewhat requires effort. The Mark 4 + Adv. Drag catches Local Legends with only some effort. The only thing I'm unsure about is maybe the Mark 4 + Improved Bearings might be better, since it has only 5 less line durability than Mark 3 + Adv. Drag, but has 25 more reel speed. However Mark 4 + Adv. Drag is so strong that I haven't really felt the need to experiment, I might go set up a survival tent and check.

I've been playing London recently and shops just regularly have this thing that has level 4 science mods on it. I've given one to myself and one to my companion and we just one shot everything.

You know, Pack Rat's/the other bulk weight reduction armor perks are kind of OP. They make it so you can effectively just run one of each on your armor pieces and then run the first level of the corresponding weight reduction perks and get close to 90% reduction across the board. Most 2* effects also suck ass in comparison to the value of getting a bunch of perk slots that you now no longer need to dedicate to weight management

I use the Chemist backpack mod (Auto 90% reduction of all meds) so I don't have to use thru hikers on any armor pieces or any perks on it. Minerva should be selling it in her current super sale, I think, but that wouldn't help you in power armor I guess, so you might prefer it there. I think it's kind of gay we can't wear our backpack with power armor, but I suppose that's what is supposed to balance PA vs non-PA.
