I think it's because there wasn't really any motive to it beyond giving them some attachment to the TRC and motivating them to fight on its behalf.

It's not like V3 where the character personalities were specifically crafted to fill certain roles in a pre-ordained plotline.

There's really not a lot of reason to question specific aspects of themselves. They just are what they are, and its made clear that beyond being made to fight, they could have been anyone. You get what I mean? The details never mattered, so they're free to keep being themselves, might as well.

I'd argue the game questions the exact aspects relevant to its own story. Honestly the way its written, the fact they're clones of Shion is actually more important than that their backstories are fake.

I don't mind that Kodaka repeated this twist, but it does strike me as odd that he elaborated on the ramifications in a setting where the questions aren't nearly as compelling.
