At this point I think that they have not fully upgraded characters like Saber, Gilgamesh and Tamamo because they're banking on people making noises everytime they announce strenghtenings BUT Fate Zero is getting its 20th anniversary late next year so it's a prime time for Saber, Gilgamesh and Iskandar's last upgrade and F/ER is releasing next year for Tamamo and Nero Bride's last upgrade too.

Why do arts and buster keep getting even more low rarity support options and quick gets nothing?

Darius 40 % buster 30 % lawful can be good, especially if he can clear a wave.
Medea 20 % arts 20% NP damage 50 % NP gain is good, though she is less likely to clear any 1 servant wave than Darius is to clear an AoE wave 1.

Lilith being above Skadi is kinda weird too, as is damage dealers usually being above their support enabler. I know Louhi can serve as a team foundation or initiator/enabler by herself (although she can also do more with Skadi's support), Lilith with all the super-effective and damage mods she has still needs some boost on the Quick mod since hers by self-buffs is relatively small and to really hit high numbers against some targets you need to balance all types of modifiers. Even a single Summer Skadi makes a great difference to balance that out as she's the most cost or slot-effective card buffer in the game (80% card buff total with 65% being Quick and 15% Buster).

But now you have a single feature, Grand Duel for Extra I where she's the defining support in the pool, so you'd think that should make the tier maker reconsider her place a bit.

Quick is unfixable with just servants. The sole point of Quick is to generate critical stars, and you don't need it for that anymore. Anyone and their mother can now give you 20-50 critical starts per turn.
You can either use quick as a worse buster by going crit, or you can use quick as a worse arts by trying to loop.

You actually made me realize something. You asked what Quick needs, which is a couple things, but the most important IMO is better AoE charge support (still doesn't have a single reliable 30% party charger where Arts and Buster have multiple).

Now if you give Quick similarly competent AoE charge support and it can do multicore without as much effort, Arts gets comparatively in trouble because their NP's are weaker than Quick. It doesn't matter if Arts has better refund because if you approach quests with a multicore tactic things like refunding or enemy wave composition are not that relevant or a big obstacle to overcome.

Buster has Oberon as a specially distinguished unity in what he does, but Arts doesn't have that same ace on its sleeve.

It's strange how they haven't released a single 30% charge unit on Quick, or buffed either Skadis to have a 20% NP party charge (a 30% on Skadi would be unfair I suppose as that'd make her have more combined NP charge than both Castoria and Oberon) or Taigong to have a extra 10% NP charge at lest. Louhi was also limited to a 20% party charge.

For the record, I don't think Arts would lose its appeal, it'd still be one of the most played cards still for other reasons, but it makes me suspect further that keeping Quick somewhat undermined is premeditated.

For the record, other two elements I think Quick would benefit a lot from would be servants more specialized in long battle formats or CQ's (focused on heals and defense), and more/better budget units with some supporting role as well to give more team composition flexibility and more depth to the field overall, like Arts and Buster have yet Quick is somehow really lacking of.

Now if you want o discuss Quick's identity or mechanical role in the game, well, I like to think it's in a limiar place where Arts and Buster meet. It arguably generates the most aggregate resources in NP generation and stars between all cards, without having the need for skills.

In terms of dependence, I think her 3T pierce and guaranteed crit brave chain are more unique to enable a friend support, very good for bruteforcing when you don't have all the supports and CE's.
