He's designed to work with the Heishou, clearly intended to swap them in and out so they can heal SP and do free S3s and the like while also gaining him stacks of Contamination that grant him unique bonuses for each Heishou, so it's future-proofed to make him stronger with each new Heishou we get.

If you have Heishou out, his S3 triggers a combo with them which gives them both permanent boosts, if you don't have Heishou out or they all died, his S3 triggers his solo skill that gets boosted the more Heishou have died.
