He's designed to work with the Heishou, clearly intended to swap them in and out so they can heal SP and do free S3s and the like while also gaining him stacks of Contamination that grant him unique bonuses for each Heishou, so it's future-proofed to make him stronger with each new Heishou we get.

They really should have done more to differentiate the statuses at the game's conception. Like, rupture has reduced effectiveness against regular HP but shreds through shields, and they'd play around with bosses that have shields more often. Charge ramps up in damage the more they use their skill 3s (I think Multicrack already does this idk I haven't thought about those IDs in forever). HP and stagger bars are separate so Tremor doing stagger damage actually means something because stagger bars have different resistances from HP, or just have bosses without stagger at all unless they get the shit tremor'd out of them. Shit like that.

Putting aside negative coins. panic effects mean that there is a trade off to weakening someone's sp. If the enemy's panic type can be changed then impending ruin or echoes of the manor cripples them harder.
