2) One favored trainer per year (the player character, in particular) gets a sniper rifle for use during races, plus two units ammunition per race. Nature and lethality of ammunition (dart with sleeping drug? hollow-point bullet?) are TBD.
3) All horses worthy of signature racewear (even if they don't yet possess it) will be allowed to mount small blades on their ankles for use during races against those who are not worthy of such racewear. Harsh penalties will be applied if anyone important is ever accidentally harmed.
4) Breeding facilities. My extensive ideas about this are only appropriate for /d/ and will not be explicated in this space.
5) Where possible, horses with fabulous superpowers not related to racing (Agnes Tachyon especially, but probably a few others as well) are lured out of the sporting world that so tragically wastes their talents and given appropriate administrative roles in the academy.
6) El Condor Pasa is convinced/required to take off that silly mask when she finishes a race, and keep it off until her next race begins.
