Portal can't do anything without evos, including staying alive or closing out the game, on top of all its wincons requiring constant chip damage, which makes it very weak to heals. So it's weak both defensively and offensively. It's better defensively though, if it only had to focus on staying alive and using the evos to survive, it could manage. But, portal needs evos both to survive/contest board, AND to push damage to be able to actually win the game. So to fix them, they need to release a bunch of cards that actually do shit without evo (especially mid game turns 4,5,6 and 7), or a wincon that doesn't require evo that can win reliably before portal gets OTK'd by a combo deck. Dragon comparatively is much easier to fix. But, do we really want ramp to be a good deck? The answer is no, ramp is always cancer if it's good.

Both? To make a Dirt card that Spellboost can't steal meaning you need to make it costs a hefty amount of Dirt stacks, probably around 6 or 7 considering Spellboost doesn't even have a problem using Sagelight that costs 4 for its aoe effect.
Print it without printing more Dirt generators though and even Pure Dirt won't be using it since the midgame is all about consuming Dirt stacks. Edelweiss Juno Norman and Lila all needs it, but current generators are limited to early drops and if you throw out units according to curve then you won't have PP to increase your stacks.
