Yes, and what prevents that from happening? Homura. Setting up Oriko to either kill her or inconvenience her enough for Kyubey to get to Madoka to contract works in his favor. Removing Homura as an obstacle is the goal here. Either Oriko kills or nearly kills Homura and Kyubey can show up at the perfect time to pressure her into witching out, or keep Homura busy enough that Kyubey can sneak in and do it that way.

Kyubey doesn't control what Oriko sees and Oriko does see Walpurgisnacht in timelines where Madoka does not become a witch.

That's not in her character. She is self sacrificing and emotion driven. Why would she wish to change something she doesn't understand and doesn't actually harm anybody when there are people suffering right now that need her help? It's just who she is.
