Probably a dumbass not familiar with actually joining a gacha later in its life. You do not onboard with weak units. People who say they get bored because they have overpowered units in the beginning are almost all made up. It is friction that makes the vast majority of people quit anything and difficulty is friction so you make it the most braindead experience possible until the game sinks its claws into you and becomes a habit you slowly actually gain real interest in. Early game rewards constant and quickly is key. Nobody will outright tell you they quit a game because it was too difficult or it "filtered" them, but that's a way larger portion of quitters than people who find it too "easy".

Powercreep is one of the few ways devs can actually bridge the massive gulf between new and old players. The new player will never follow the same path as the old player, because the environment, the releases coming forwards, everything is just too vastly different from how it was back then. The best they can do is foot them near where the older players currently are.

Limited units do technically get a rate up, but are only able to be gotten from the same type of limited banner. They have a 5x bonus compared to other off rate up units. For example, if I rolled on Yu's banner, I could get Dusk, Ling, Chong and Shu. They would be more common than non-limited units like Lin or Vulpisfoglia.
