Especially in the last three tilesets, notably the Zariman and Entrati labs, even for 1999 and probably future tilesets, doing that you can speed up your standing farming. It's all benefits, takes not effort to put some while doing your regular missions or bounties etc.

You can always make more plat, so "what you buy first" is fairly irrelevant. Buy more slots if you like playing a variety of things. You can make 5 to 10 p in a few waves cracking orbs. Simply price check the things you crack on the market. Once you have like 100p to play with you can start flipping on the market for 15-20p per transaction which requires no effort at all. I personally like selling voidrigs which only take a couple hours to grind out for ~60p for a set.

level cap (specifically) is the only place where koumei becomes good, because she has had an hour+ to build up all her decrees. With all of her decrees built, she is the best frame in the game.
With that said, no it is not worth it even in levelcap. She is not a fun frame, and needing an hour+ snowball to make her fun sucks. There are plenty of other frames that are both good for levelcap while still being fun, like Mag.

mag is the stronger between her and garuda, but some people really like garuda's playstyle with dread mirror nukes, up to you if thats worth pursuing. mag has a lot of easy bubble setups, and strong shieldgating. koumei is the strongest endurance frame in the game, but is divisive because you really have to be into her decree system or its not gonna be fun. i personally enjoy the little challenges and run a lot of multiCO weapons so she's a fun pick for me, but you would really have to try for yourself if she's worth investing into. she really shines with arcane impetus and the mecha set alongside a tenet hound if you like caster builds, it can lead to shenanigans, see vid.

citrine isnt the most exciting to play but is she effective if I wanted to do things solo? You only LOSE the points if you beat Kela and get a drop, not if you die so no harm in trying her. So yeah might have to farm the arena if you get unlucky. That guy's build wraps around cata shields, that's why he doesn't need 90% DR. Rad procs makes his life easier, and generally for 1 hour runs you don't need to do all of that - I'd rather HP tank. And levelcap content is ultrabait - builds are nearly identical "muh 1 skill needs to shiledgate" and you might get screwed over some polarities. But to each their own.

He is using it because he is playing levelcap, where Citrine's damage reduction does basically nothing. He is using chyrinka pillar partially for the radiation procs, but mostly for memes. There is no real reason to use it, even for levelcap.
