Tiamat seems very good for any events where you use a starting charge CE. So lotteries and point events.
Also she is the best support for archer grand raids. And grand raids are the only thing besides events that should be farmed at this point.
So in practice she is either very good for optimal everywhere.

From some testing, it seems that there are a lot more Quick servants that can do previous 90++ lottos if you use her.
One Tiamat lets a lot of different quick servants NP more freely.
Double Tiamat gives so much charge that single enemy waves can generally be crit down even with worst possible card luck.
But you need to do 1-2 more NPs per fight so it's probably not worth it.
She's a lot more flexible with a high investment Tez.
