I'd describe the setting of Dying Earth as Post-Everything. Massive wars, monumental empires, alien invasions, demonic incursions, divine intervention, everything miraculous and devastating has already happened. This has left a wide variety of magic and wondrous items and creatures scattered throughout the world. People use these world altering things for the most mundane uses like making a quick buck or rulling over a town of 20 people. There are ridiculous rites and rituals that people repeat to keep ancient evils from arising or keep the sun in the sky, half of them are bullshit, the other half are 100% true and people aren't going to risk it to find out which is which. There is an elitist class of magic wielding wizards who only care about circle jerking with other wizards or collecting more IOUN STONES than their friends. Gygax stole the concept of spell slots from the Dying Earth stories.

Due to the fact that there's a +8 Int ring now which can replace the Circlet, you can compensate lack of Diviner class with Wind Boots and Helmet(Both grant +4 to Initiative). Also Ulbrig's DLC features an amulet that gives you 2 Initiative rolls with better one being picked at the start of the combat.
Diviner is not that necessary nowadays!

Best bet is to pump AGI and stack dodge. Get as much psy rating as you can and biomancer/navigator can take care of TGH and STR. AGI -> WS for leveling stat prio. get your favorite set of light armor and go to town.

If you don't want to take psyker, a death world navy officer is a good bet for melee too, as it stacks some AGI early.

Pyro executioner also has the unique ability to completely wipe maps with carnival of misery and inflame. Use some extra turns to stack inflame damage, then hit carnival and use inflame again to clear the joint out.

Isn't it better to just play a high bab class and casts buffs rather than go full magic? Sure, level 9 spells can fuck up enemies but in WoTR you fight hordes of enemies at times. Casting buffs like haste and good hope, together with just going to town with high initiative and loads of attacks per round ends up bring better than just knowing how to cast insta-kill spells 7 times per rest.

And they really like giving you alternate solutions to things, like having feather fall or misty step etc actually lets you bypass places other people would need to find a key or bash a door or whatever. I'm the anon who got filtered by the tutorial boss in Rogue Trader a few threads ago. I've now finished the game on daring difficulty.

The AP wizardry combat system is genuinely great and most encounters are well-designed. Concocting the perfect turn where you boost yourself to a zillion attacks never got old. Unfortunately by the late game you end up with so many abilities/traits that you can mostly stop thinking about activating them and still steamroll everything, and this makes Act 5 too easy. 50+ levels is too many. XP would have been better paced to end the game at level 30 or so, which would have made each levelling decision more impactful because you'd have to think much harder about selecting the fewer synergies which would be available to you.

Malice is by far the worst fight in the game and feels mostly reliant on luck/initiative roll.

Cover feels largely pointless and a lot of it gets blown up immediately in the later battles anyway. Same thing happens in XCOM (Long War) except for about 70-80% of Long War cover is absolutely critical. Feels as though it could have been made more important.

Puritan/Radical seemed to be completely meaningless as well. Maybe I missed something there.

Couldn't find a way to get Pasqal to pull his weight in combat. One or two high-damage plasma shots per combat were nice but nothing compared to what all other party members were doing.

Navigator insight is a nice idea but gets trashed halfway through the game when you can net 50 insight from a simple flavour/RP decision. I thought the 50 insight was there to prepare you for a massive opening up of the expanse map in the later chapters but no, half of the map stays empty, presumably held in reserve for later DLC. Disappointing.

And as someone who hasn't engaged much with 40k since 3e/Dawn of War, all the 'Aeldari,' 'Drukhari' and Nucron shit was painful.
