Well to be fair, '06 was actually fucking dogshit. It was a glitch-filled mess and Silver's fights were no exception. For a long time his entire character was just "it's no use" memes. People just automatically associated him with the glitches and the game that almost killed the franchise. If '06 was good on a technical level it wouldn't have been buried and Silver would have seen more focus. Whether that would be enough to save him from being shit I don't really know, but it would at the very least help.
Surprisingly, he's a really popular character among kids despite everything, or at least he was a few years ago. He places 4th - 2nd when favorite character polls are made on sites filled with children.
