In GV2, the young ages of the antagonists are meant to play into the themes of fairy tales, innocence lost, and adults (minos) screwing up the next generation. Eden even calls the minos "old men" in the Japanese script. It also gives Eden a unique Peter-Pan vibe as an antagonist group. And of course, they all die, adding to the tragedy, since kids are considered to be malleable, and hence redeemable. The theme song of GV2 SP is even called Tabula Rasa.

I don't think that was a theme at all. GV is a black-vs-gray series about a dystopic future ruled by a megacorporation specializing in secret human experimentation, weaponizing seven adepts who were based on the seven sins. In that dystopia, a child is rescued from those experiments only to be used as a rebel soldier by his adoptive father, with that same father being willing to abandon GV the moment he wants to rescue another kid in the same situation, and later trying (or succeeding) to kill him. Later, he fights a crazed religious group who want to wipe out humanity because they believe themselves to be genetically superior due to their powers (basically anime nazis).

GV is a nice person and the people he's fighting are over the top evil in a comical way, but that's the only light in the setting. And yeah that kinda makes it lighter than completely grimdark stories, but only kinda, cause it makes you want someone to succeed and destroy all the cruelty of the world like Sumeragi and Eden, but it always gets worse.

The game is generous enough, that I have 106 x10 pulls saved up without spending money on rolls, and I have 988 crates saved up, that allow me to exchange them for a specific character at a rate of 200:1.

The point is that she isn't using water based attacks like she never uses to begin with other than creating a cyclone in the water and certainly no water bubble. She's never shown doing and it's fair to assume that she can't exactly do something like that. She works with water purification but her attribute is ice. It makes more sense for her to use THOSE ice type abilities than it does water which she never is shown doing outside of this specific circumstance within the comic or X Dive (lul).

Levi doing water bending in the comic is new and kinda dumb, there’s been no indication that she can do that before and no reason to think otherwise, but at the same time, it’s not really that big a deal. X Dive did worse, probably Teppen too, and the comic getting everyone’s name wrong is much worse.
