The games portrayed Sonic's world as primarily animals, mobians, and a handful of humans (really just Eggman, maybe Witchcart).
If SEGA wanted to establish humans living in Sonic, they could have. It's not like NPCs were something wildly new to gaming. NES games had them.

SEGA did not bother establishing Sonic's world as one of humans and no one cared about "canon" at that time. They cared about "what they thought Sonic was", and what they thought Sonic was, was a land full of furries as that's how the games and extended media presented Sonic up until that point.
