I have no real experience when it comes to VN work but I can wager that usually art assets is what takes the most amount of time for a VN project. While the dialogue can change and evolve as development goes but a general skeleton of the story should be in place. And coding can be fairly simple as long as you aren't looking to do something crazy technical. Think the most important piece in a project is management, the thing that Cave had compared to Wani's old team were strong project leads.
