What happens is an anime studio/production company is contracted by the IP holder (I am not sure if bidding for lowest price is a thing like construction companies do with government entities for public construction projects), who of course usually want to pay as low as possible. Aside from production contracts and commissions, the only actual revenue streams for studios are if they own the IP they're making an anime for (like with Yostar and Cygames), or selling BDs. Not to mention most animators are still working long hours for relatively low pay given what they do.
