The fix is major and potentially incredibly strong if you can stack the "XY% of armour applies to ele" above 100%.
Armor had 3 real problems:
1) reduces movespeed (not fixed)
2) didn't help with ele damage (fixed BIGLY)
3) doesn't help with big hits until you have PRODIGIOUS amounts of armour or mechanics such as defend with 200% of armour (possibly fixed, we now have 30% quality bases, new passive tree, slightly more deterministic crafting)

The armor-ele resists formula not being as OP as in POE1 is not a barrier to armor being good. It's a barrier to armor making you invulnerable to hit damage by simply getting 90% res and a trifling amount of armor.
Whether armor will be good for mapping and bossing or not this patch depends on:
>whether you can stack more than 50k and have good uptime
>how deflect and armor work together (especially relevant for tactician, which could become the tankiest class with 75% damage reduction to almost any hit)

You misunderstood high velo, it now acts as an impale, you do your ~1400% damage with it, then use fast multihit skills to apply a portion of that 1400% damage 100 times per second.
It's gonna kick ass, especially with the retarded deadeye mark chaining. You're gonna throw a bomb, break everyone's armor, fire 1 high velo and clear the screen with chain. Then on a boss you can load something else to leverage the impale.

There is a body armor that gave 100% of armor applies to ele damage, and it was completely worthless and no one used it because it was calculated before ele resistances, not after. The new "armor applies to ele dmg" mod is the same way, and you're only getting 50-60% of it max in endgame gear.

The problem with that armor (Blackbraid) was that you had to sacrifice your strongest equipment slot, a chest, for that effect.
This meant that you couldn't reach even half the max armor you could otherwise, and had to scale armour via increased defences from shield, which is fucking tedious and requires gay jewel pathing.
I tried using it and it's not half as bad as you think it is. Genuinely go use it on a 30k armour character. Run something full of ele dmg, like Stone Citadel with and without it.

Looks to me like you'll easily get above 100% with Kitava ascendancy, the tree and gear. I hope it actually does work above 100%.

Partying with a fast shield on a fast evasion based character and still being able to mitigate damage from all hits while having similar base block chance is retarded. Ancestral Cry now makes you proc an eruption that triggers fissures on *every melee attack* meaning you should be able to do some stupid shit with fast proccing melees like Tempest Flurry or Spearfield or something to spam fissures. Also the hammer throw thing looks better than Volcanic Fissure for creating fissures IMO.

I dunno if I believe this. 1000 damage hits suck cock, dont they? Because 1000 damage means 250 damage after a completely unenhanced 75% res. So in your example, it's down from 250 to 75.
But in reality, if you're hit by 4000 damage and have 30k armor you're mitigating ~40% of it, meaning you're getting hit for 600 after resistance.
So your 70% estimate is down to 40%. meanwhile your average 4 ascendancy deadeye is going to dodge 90% of hits then get 40% damage reduction when they are hit.

Haven't looked at the patch notes for Falconer as I don't intend to play it but from those experienced with it, apparently the changes weren't too great. It was the strongest build last patch with its umbral blades + falcon abilities build. I played it and it blows up the screen and bosses fairly early. It is squishy and relies on evasion but nothing should hit you beyond Aberroth (Uber would require much more investment).

Also, as for uniques, every build can be all uniques with the eternity cache. You get uniques with legendary potential (LP) that is 1-4. You got to a specific crafting station, put the LP unique in one slot and an exalted (purple rare with at least 1 exalted affix which is a tier 6-7 affix) with 4 affixes in the other, choose one of the exalted stats to guarantee slam onto your unique, and then the rest of the 3 affixes are RNG slammed onto the unique. This results in a legendary which is a unique with 1-4 extra affixes. A unique with 1 LP is common but 4 LP can be beyond mirror tier rare depending on the unique.

Abomination Necromancer was one of the strongest minion builds but I never played it due to the snapshotting bullshit which was removed this patch. That was massive power and the compensation does not make up for it. It also got some new mechanics which could be neat. It is probably still Aberroth viable but not sure of Uber. Now you have 3 separate currencies that do the same thing except now 2 are redundant. Now an aug isn't an aug. Now an alch isn't an alch. It fucks with trade fungibility in fundamental ways . If they're rare it solves nothing about end game crafting, if they're numerous it invalidates every part of the game prior to them dropping. It's an incredibly bad change versus just giving exceptional items well rolled functionality.
