This is poor writing sense. When your story is headed in a certain direction, you trust the direction the story is going in and let that shape the process. At this point the finale will necessarily be about her because he has slowly gotten rid of every other emotional subplot: Mashu completed her long overdue journey as a character, all the Crypters are dead, the only remaining Apostle is Kotomine, at this point Olga has to carry with Mashu AND Romani's roles in the Part 2 climax.

That's tangential. The whole point of them being filler is that they don't affect the story outside themselves. It's not as if Olga actually disappeared from the story, we still remember her from LB5 and LB7, otherwise the onslaught of seasonal events would've made recalibration necessary even if the filler didn't exist. Strongly written characters and scenes are effective in the moment, without context. That's the basis of all sorts of short-form literature like poetry, flash fiction, music and short films. It's much like how spoilers don't ruin well-written stories because the quality is in the execution, not the wonder or surprise. This barrage of half-measures is needless because of her earlier appearances.
