No, it's worded correctly. Her kit is just weird and one of those needlessly complex ones.

She places a stinger on the ground. The stinger increases Freeze damage taken and does a huge amount of damage, but it replaces the damage dealt with a shield of equal value, so now you have to break the shield. After breaking the shield which as you can see she's designed around doing, she does another big attack on the target based on the shield's value.
So you're basically double-dipping in damage. One big attack at the start, then another again after breaking the shield.

Ehh, 150% is quite low so there's an argument for rerolling your calibrations further to save some chips. It's hard to push past that, naturally, but still, you should try and reach about 170% average for 3/3 attachments

Thats why you have to decide if its better to stick with a 150% - 160% average piece and spend 3-4 more Targeted Chips or hold out for a well calibrated one that requires less but consumes more normal calibrations.
The answer to that will vary by player but for me its always to go for something with 153%ish and not hold out for a miracle calibration.

I want to roll for another copy of Nikketa to get her to V1, but I also think that saving my rolls and getting my V2 Springfield to V3 would be better. Anyone know what would be more beneficial for my water team (V4 Tololo included)

To be completely honest with you, I had no idea what being a danchou would entail when making my platoon. I just did it on a whim. It's a lot more work than I expected. So I'm sure many danchous experience the same thing.
Difference being that I've accepted my lot in life as a glorified janitor, while many of them are probably fed-up with the whole thing and just want to quit.
In their defense there's nothing preventing other members from advertising and helping out. There's this idea that a platoon is the sole property of the danchou and that he needs to do all the legwork because nobody else has a stake in it, but I don't really agree with that. My platoon is worth nothing without its members, and I maintain it mostly for their benefit at this point. I don't earn anything extra or get any special privileges as danchou, beyond being able to kick someone out of pure spite or writing nonsense in the platoon notice, neither of which are much fun.
Not that I think every danchou is blameless. But the point is that I can see why many people wouldn't really want the job after a few months.

Normal maps tactics is basically, go in and AoE and ultimate for some single target damage, where she'll follow up with an AoE.
The whole point of her gameplay is to maintain stacks. You run in and gain stacks using S1 (AoE melee swing). The swings are also used at the end of the enemy turn / ultimate that grants more stacks. You want to use ultimate at 6 stacks to gain maximum damage bonus. You alternate between S1 > Ulti > S2 > Ulti where the S1 and S2 is used to keep the stacks at 6 or 8 stacks and you Ulti during the turns where the boss is at 6 /or8 stacks. The Ultimate does the most damage so if you are at the last turn, even if the stacks or low, just use the ultimate.
At V3 and onwards, you can just V1 turn 1 and Spam Ultimate because the stacks are self-sustaining enough, but you'll not maintain max stacks every 3rd turn. Her Mod Key makes this a non issue and you'll always be at max stacks as long as her AoE swing hits the boss.

You need to chug through far too many attachments to care about any individual ones. At first you may want to meet exactly the 5000 requirement, and you can achieve this with all purples 1 green or all blues 1 green, but after a while you will just start clicking auto, because gold is a bigger bottleneck anyway, and the game only allows you to store 1500 attachments at any given moment, which is simply not even remotely enough.
Also, check the Lock plan in the storage window to auto-lock the good golden attachments that you want to keep. Then you can destroy golden ones as well, without fearing that you may have destroyed a good one.
