Fated Guests are those with full lv10 stories and interactive scenes yes. It's a recent system, added last winter, and it takes about 2 months to make a new fated guest.
Those tickets are for recruiting a pool of free 3/4/5* characters for use in gameplay, it is in the faq (look under pub recruitment), you just missed it.

You're playing a barely 2 year old originally meta/gameplay focused game that only recently started introducing ways to also bond with characters. Hence why the fanart scene is only barely starting out.
If you want an established game that has been out for years and has everything setup stick to Nikke/BA or come back in a few years from now.

Steamers can't stream it due to strikes or demonetization, many IPs don't want to risk brand damage by associating themselves with a game with the gooner game label, and veterans leave because they are going full casual. HLathel works better for units who rely on a single nuke every few turns (Sylvia,Nebris).
Liatris however is a ramping DPS who wants to have buffs every turn (Liberta). After the balance patch she doesn't use Maid anymore until the final turn since just cycling and stacking her DoTs does way more damage.

Rubia can self-buff, add good chains with Pirate over a large area, and with her new costume can now also do good damage with her DoTs.

Refining Powder farming is more for endgame players trying to push ranks where you would need gear scores of 21+. Still nice to learn if you ever come across it in the future.

Basically, you bulk craft 1000 N gear (sword is the best since it only requires peat and silver ore), upgrade them all to +7, then dismantle; make sure auto upgrade and auto dismantle are enabled. This nets you around 10k refining powder and costs 290k~ gold.

Now the expensive part is the gold, so what most vets do is they spam gold goblin (buy rice) to amass a fuck ton of gold to repeat the process over and over.

Ultimately it depends on how meta you want to be, but even if you metafag you still get more than enough currency to +1 even none meta costumes. The only times I say to drop waifufaging and meta pull is when a support unit is up, which like the other anon said is currently Teressa.

Purples are the blue voucher equivalent from nikke, they even added the wishlist from nikke 2 months ago. Reds are the general pull currency, they can be used on 99% of banners, from rate-ups to the wishlist to UREX Gear but as newbie only use them on rate-ups. There are couple more tickets, like the black one where you pick an element and are guaranteed a 5* costume of that element or the rainbow one which give as UREX, but you only get 1 or 2 of those two tickets a month.

It takes an average of 333 pulls to +5 a unit which sounds like a lot but you also get tickets from +5ing a unit so really 283 is the total cost. Finally got off my ass and started clearing the new towers. Desire 150-200 was fun, just had to puzzle a bit on the last 5. Envy so far is just one giant Blade showcase, just max stack buffs on her and autopilot, no strategy needed. Anastasia can already cycle her costumes, Elise is a lost cause because of her abysmal atk stat. But it's true that for example Diana, Blade, Liberta all could have used a third costume. Magic also still needs its own HLathel and more buffers in general.

I think the reality is that John is just lazy as fuck. It's easier to make niche costumes for existing characters than it is to design brand new characters or even alters. Pretty much everyone of the current cast is fleshed out, the game desperately needs new units but instead he keeps adding this niche shit. Blade and Liberta were months ago, Olivier was pretty bland and that's it for this year's new units so far. Not counting BD1 ports like Wilhelmina, who are also just retouched versions of existing units.
