Also it's not bugged, it's just that the entire source of the damage needs to either be full raw damage from skills or deluge. Deluge can't give you 15k cause the gloom enemy is 1.5 weak, which deals about 14,9k or so deluge damage, and the rest of it comes from the skill damage.

You need the funny moon rock making something have 2x the gloom weakness for deluge to work. Though I think it's easier to just use a T.corp ID while doing MDI and trigger the time effect on an enemy.
