He has no character interactions which is IMO the most important aspect a character needs to gain popularity.
Design, romance, and story can all supersede that but to me the clear fastest track way for a character to be popular/unpopular is how they talk and hang out with other servants.

Lillith shitting on Mashu is a good example, means she has a fuck ton of art and people making jokes about exactly that.
But you can look at Medea vs Medea lily, one gets to hang out with Jason and one doesnt. Neither are particularly popular but ones clearly way more than the other.

Or one of the most amusing to me is Paisen vs Xu Fu. Paisen had a ton of art as being (you)r incompetent senpai but kind of got that role stolen from her from Xu Fu and popularity plummeted. Largely because Paisen only really interacts with horsecock and the other crypters who dont exist as servants. While Xu Fu gets drunk and hangs out with a bunch of people, has her friendship with Mashu, AND has the stuff with her and Mothman.

So with that in mind who the fuck does Napoleon have? He has no friends or people to interact with.
The French are like 90% Marie orbiters who because of how FGOs decided to treat Marie he kind of has nothing there, or Jeanne who he hasnt ever spoken to off the top of my head. The only person left would be like Dantes who again, I dont think the writers ever did anything with them.

You could do an event with military commanders or something and have him show up but they havent ever done it and I kind of dont trust FGO writers to handle that well at this point lol.

Well, that might be a bad example because it's such an easy stage to clear, but NP5 fully maxed and granded Olga clears that easily whether you refund or not. You can completely waste hero creation just to get no refund from wave 2 and still crit for over 600k damage total + extra attack if Murasaki survived.
The previous setup with the friend point CE also clears also clears if you buster brave chain wave 2 after NP because Murasaki has so little HP. Don't even need to use Koyan's anti-attribute damage.

You'd have the be an absolute braindead subhuman monkey to think a game that's explicitly going into "future anniversaries" after Arc 2 has concluded, is not going to go into a new Arc. There's been so much back and forth talking about a Part 3, that it is obvious that they plan to continue it. Otherwise, there is no point in any new anniversary. This is like saying that the main story would end after Arc 1. I have no clue what people are so intentionally dishonest about things like this.

The main story did not resolve because Arc 1 ended, didn't it? They will focus on maintenance of the game (which is really needed) because the resolution of Arc 2 will give them time (the time they used on the main story) to improve the game. This is just logical.
