I think a big part of the issue is how easy it is to feel the power difference. PtP Forest wase probably better than everything in its format by more than Sword is now, but so many decks play a similar game that you can really feel the tier difference when it's present. So many decks play a game of putting out efficient followers, trying to clear the opponents board while conserving evos, then trying to keep enough health to stay out of the big storm finisher while resolving their own. When their perfect curve is better than your own, or just more consistent than your own, it's annoying. So much power is concentrated in the efficiency of a body to the point that most of spellboost's power is in statted followers.
