Shotgun uses extremely heavy bullet that requires more boom to shoot faster, because it's so heavy the kickback is immense but bullet not too fast for boomboom to anger head.

Or you know, magical gravity bullet bullshit that fucks with the perceived velocity vs the true impact of the rounds. Like a Tcorp time altered bullet to make a round moving at the speed of light seeming to move only like a normal round but hitting with much more force.
