Eblana and Reed are from Tara, which was essentially annexed by Victoria before the events of the story. Tara wants independence again, since Victorians treat them like shit. This leads Eblana to found Dublinn, an organization which aims to free Tara from Victoria through violence. Reed was put in place as a figurehead, but she eventually became disillusioned with Dublinn and its methods. During the events of County Hillock (Chapter 9), Reed is hit with a bomb that infects her with Oripathy, so she's taken to Rhodes Island for treatment. Reed eventually realizes she still wants to fight for Tara, but she doesn't agree with Eblana's methods so she goes back to confront her. Eblana didn't want to rule over Tara though, so Reed takes over and becomes the leader of a newly-independent Tara.
Note that all of this is super paraphrased, and it's been literal years since I read some of these earlier chapters, so some stuff might be slightly off.

Considering the relic deluge, which I think is the real issue of this one, I doubt you really need busted ops. I think the real problem is some maps DEMAND a class you might not have/excel.

You kept foward on a science tree and some base progress, but with the current system it's really rare you have to lose it all. At worst you lose 6 days, which is really generous to prepare and you have total control of progress so at the very worst you can turtle for resources against easy raids. It demands a big roster, which was annoying for a newbie like me.

They can. It's tower defense, they can keep the ops and enemy stats in proportion. How they present the enemies and how the stage is crafted. The subclasses and ops are supposed to reach the same goal but in different ways to keep the differentiation for the game's growth. Not leap head and shoulders above each other in an unsustainable powercreep.

The RA1 tree was dogshit, and constantly bashing your head with failures. RA2 had a better tree, doesn't demand you build a base straight up (I didn't build mine until day 300 something, just build smaller chokepoint nodes) and is waaaay easier to handle stuff. Hell, you have difficulty options if you really struggle, which I see as unnecessary outside of food for the first week.

"Balance" is an ephemeral ideal that is usually just a person's nostalgic view of an older state before "powercreep" ruined it. Frankly speaking, we have more options than ever. People just gravitate to easier/stronger ones out of natural human efficiency and people who like to complain conflate that with the balance being ruined when literally the exact same thing has been happening since they themselves started playing. This has been the case for pretty much any game with a meta of any sort. The sheer problem is that players metastasize the meta way faster than what devs can reasonably change or predict.

AK powercreep is still completely babbytier by the way. You couldn't even fathom what a broken release is really like.

Not really, I've seen real powercreep on shit like FEH where on literally every aspect some units can't compete. AK isn't the worst and as you say it's mostly giving more tools, but that's a big issue for designing hard content. The more tools a player has, the more countermeasures you have to design to create a challenge. I'm not sure the devs are creating engaging challenges with stuff like this CC where is the storm or nothing, or early IS5 with the relic bonanza, but I feel Evilmiya and Qui'lon are overcorrecting a bit.
At the end a lot of this is subjective outside performance stuff like the laggy RA2 raids

They had to add the difficulty options in cause they were starving new players who also couldn't build a base across failed attempts like they could in RA1 so they could use the increased limits to cope with the hunger games. RA2 also didn't let us double dip ops with better energy allocation so like you said they got roster checked.
RA1 had the same cuck shed options with the bonus that you could wall with platforms unlike RA2 so you could actually engage content earlier and just quit the run if you failed to assassinate every single catapult during raid slow maxing intercepts. Much like in RA2, in RA1 it was simply easier to intercept and kill on existing map chokes instead of the base.
I got a bonafide shit brick. In IS I have to restart AK after the miniboss, before and after the 5th/6th floor bosses or every 4 battles if there's too many vertical paths used for excess nodes. I can't go 2-4 RA2 battles without crashing and it's too annoying to have to restart AK every single battle for RA2.

Engaging challenge itself is also extremely subjective. I am a guy who really enjoyed RA, RA2, and this CC. While there's no real defense for RA being laggy, it is possible to kill things without relying on the storm. I did a leakless buffed Chimera run over 620 just to see myself and it wasn't that hard, but it does require having Ceobe and either Yu+Blaze or Nymph+Arturia.

Super important, your s2m3 Aosta, walter s1-7. Either of these will CC lock enemies so you don't have to worry about it. eyja or any therapist/wandering medic for your main medic. Shamare draws and can doll debuff the boss to take pressure off. Lunacub can sit on gramophone objectives for you. Otherwise you can cycle supporter draw bait
Your best defender and pick up 2-3 more during the run along with more snipers and more draw fodder supporters to cycle your dick. Start with 9ish snipers more or less you want to be able to make two max stacks with minimal need for draft rng

For the stage itself, block shots with tacticians. Try to keep vigil, beanstalk, or mumu up since they can heal or split to ensure they're always up to block the shot. blacknight's spotty and mitm will betray you.
Stack up two ops behind the tactician, you want to have a 5-stack ready for your healer before the chonker moves out. Since you should have enough for two 5-sniper stacks, you can build up the other tile then pass it to walter s1 to permastun. Map plays itself after that. Either build a super defender or just treat them like hp packs and keep flipping the new one on when one dies then cycling the deck.
Excess draw will let you build 5-stack Aosta to true aoe permabind with reduced downtime while raping with the arts DoT. Virtuosa and other necrosis babies will reduce the incoming damage while giving you more damage.
