The past few weeks I've been playing DDO about 10x more than GW2, and DDO is experiencing horrible server malfunctions causing lag that can sometimes last up to several minutes. At certain times of the day it's literally unplayable because the server can't handle more than 800 people playing at once.

Yet it's still more fun for me than GW2 at the moment. Is it over?

380k+ a week just converting amalgamated gemstones, refined homestead material, and eternal ice shards.
The only way to keep up is hit a dozen specimen chambers every week, and diminishing returns kick in after 1 event so you can't even alt park it easily.

Map completion in core Tyria is only needed for generation 1 legendary weapons. Gen 2 and 3 only need map completion for their related expansions. Precursor items are generally fairly easy to get as part of the process or from the TP.
It would take a very long time to get full legendary gear from nothing, and would largely depend on how much you could play each week.

You can straight up buy gen 1 and 3 legendary weapons on the trade post (and the spear from JW). A large amount of the materials needed for most other legendaries can be bought but almost all have some account bound materials or currencies, usually with one or two having timegates. Some materials have soft timegates, like Provisioner Tokens, where it's smartest to get a handful a week but you can spend a lot more gold to get more tokens. There are some hard timegates, like legendary armor from SotO needs you to do the meta-events for each of the 3 SotO maps on 18 separate days (or WvW armor taking 18+ weeks as noted above lol).
Not sure how to break it down better than that at the moment, I'm up way past my bedtime. Best would be to look at the wiki page for legendary equipment to see what the options are for each slot, then look at the pages for those to see what materials they need. But that's going to be really overwhelming to be honest. Maybe some other anon will grace you with a better reply.

Charr are enormous peds, not surprised at all. From the years I've spent ERPing in this game, my block list has grown with over a dozen charr mains that have asked for ageplay ERP. Worse yet, all you have to do is go into the Black Citadel to find "cub" RPers or just cub obsessed charr players who run the mini tonic and have character and guild names telling the world that they're playing a cub character. I've ran into them in metas and they stuck out like a sore thumb, it's awful. I have close to 40 characters and none of them are charr because I'm just too grossed out by the awful people who play them and I'd rather never experience a race option in an MMO than ever be lumped into this mess. The most autistic numbnuts I've ever gotten whispers/letters from in WvW have always been charr players. The worst, stupidest shitposts in this general have been from charr players. Depends on what kind of pve you like.
If you like open world, just keep doing that I guess. You can look up event timers with /wiki et or by downloading Blish HUD and getting the event timer module.

If you prefer more traditional dungeon types and harder boss fights, start working towards getting full ascended gear. Look up builds from either metabattle, guildjen or snowcrows, though the latter tends to be builds made by retards fighting a stationary robot trying desperately to eek out an extra 5k dps while playing the most insane rotation you've ever seen. Once you get the ascended gear you can start working towards higher tier fractals which eventually pay out really well daily. You can also do strikes and raids as well.

Also it's always good to have a very long term goal, such as legendaries, otherwise you're going to end up wondering what's the point of even playing outside of fashion since GW2 doesn't have vertical progression.

As usual everything just depends. There are gem store tier videos that will help point you. Personally I think the first thing to go after is runecrafter's salvage kit. From that point I would go in order of whatever is currently the biggest inconvenience you're facing at the time.

It just really depends because all of those things are just QoL features and not entirely "necessary," so it's up to you. If you feel your bank space filling up, get more space. If you get annoyed by having to tp to get stuff out of your inventory, buy more bag slots.

Another good investment are things to put in shared inventory slots. Salvagers like the copper-fed-salvage o'matic, recharging teleport to a friend, permanent lounge passes, etc. Also infinite gathering tools if you don't have those already.

But again, none of this stuff is necessary for end game. Just half decent gear and an understanding of your class. Living world season 3, 4, IBS(5) are all needed/worth it. Certain achievements required from the story to get the legendary Amulet. If you want the legendary accessories you'll be on some of the maps daily for a monthsh. Best advice for crafting is gw2crafts. The website will create a guide that gets you from 0-400 discipline cheap or fast. Then another guide for 400-500 that usually costs about the same as 0-400. For Warrior most players will start with armorcrafting and weaponsmith. Having both at 500 will also enable you to do the daily craft materials (the only real reason you do crafting imo, besides the legendary crafting requirements)

Depending on whether you plan to get full WvW Legendary armor or if you're just getting Conflux(es), Obsidian armor has a timegate behind the SotO dailies.

Aurora has a notorious hard timegate where you need to complete 16 days of Druid Stones in Draconis Mons. The timegate on Vision is a little softer, but you wind up needing like 3000 Kralkatite Ore and it's a lot easier if you start on that earlier (ideally by parking alts at the Eternal Ice chests in Bjora Marches).

Provisioner Tokens are a timegate for Runes, Sigils, and I think at least two Legendary armor sets, if not all of them.

Those are probably the ones I'd focus on if you don't have a specific plan of what Legendaries you want. It's annoying to have every other part of Vision/Aurora done but be stuck on the daily stuff, or winding up short on Provisioner Tokens because you didn't think ahead.

There aren't tools, no. You just need to build up familiarity with processes to deal with it, maybe buy some bag slots or shared inventory slots or bank/material storage space etc. There are plenty of videos on YouTube where people go through their personal systems for it and give good tips for inventory management.
If you don't know, in the top right of your inventory there's a "Deposit All" button that will instantly move any crafting materials from your inventory to your material storage (if there's space), from wherever you are in the world. Once your material storage is full of any certain mat you should sell a bunch or move some to an alt character or something like that.
There are special types of bags that will kind of sort different types of loot you get. "Safe" or "invisible" bags won't let items in them be automatically salvaged, sold at a vendor, or moved with the compact inventory button at the top. Get a big invisible bag in your last slot and put unidentified gear and anything you keep on your character permanently in it.
At any vendor, go to the sell tab and click the "Sell Junk" button at the bottom. Any item labeled "junk" has no other use than to be sold to a vendor for coin.
In the inventory search bar type "consumable" or "o o" to mostly just show openable loot containers. Right click and open all on these until your inventory is almost full (always try to leave a few slots open) or they're gone. Then on a basic salvage kit or copper-fed, right click and salvage all masterwork or lower (if you have Runecrafter's Salvage kit it's way better for masterwork gear, use basic/copper on blues). Use master/mystic/silver-fed salvage kit on rares and exotics (price check exotics on TP first, I sell if more than 50s). Make sure when using your "salvage all x" buttons your stacks of Unidentified Gear aren't in visible bags. Always open unID gear or sell on TP.

Open bags, salvage, deposit, repeat until done, sell junk, check for overflowing mats from full mat storage to sell. Everything else in your inventory you need to figure out what to do with. If you're new you probably have trash items from heart quest things you can delete and shit like that. Ascended materials like bloodstone dust, empyreal fragments, dragonite ore.. probably a good idea to refine these at crafting stations to build a little stock of the refined materials for ascended gear etc. There are achievements you can do to get "Gobbler" items that will eat up to like a stack of each a day for like 3 silver worth of random junk. Lot of people just delete them, some people refine it all and try to sell shit crafted with them. Look up items you're not sure of on the wiki, you can type "/wiki x" in game to open the wiki page for x, and shift+clicking an item links it in chat.
Character slots are technically the cheapest extra storage per inventory space, even with the default bag slots on a new character (just fill them with cheap 15-slot bags).

Play old characters. Find a meta open world build, (power equipment is the cheapest) and try and play the rotation, no need to be 100% exact. Start playing story missions while you get reacclimated. When every kid on metabattle talks about the traitlines as "the power line", "the condi line" etc it demonstrates that the devs did not put in the proper effort to rework this system correctly. The "do events to unlock traits" only existed for a short period before they revamped everything with specializations. The original system just had everything in a tier unlocked after you bought that tier's training manual once.

I still think the original system was better than the specs we have now (minus stats being tied to traitlines). You could pick traits of any lower tier in any slot, so if all the grandmasters were boring you could just take a second master tier one instead. And you weren't limited to just three traitlines either but if you just needed one little thing from a line you could do that without going whole hog into it. All they needed to do was update the traits themselves to be cooler.

The Snowcrows Raid builds will generally work fine. Fractal-specific build optimization is pretty niche and pointless outside of very very high-end groups.
discretize.eu used to be the go-to for Fractal-specific build stuff, and there are a few that are still up there, but it's no longer really actively maintained.

No one creates a build for any instanced pve content. Anyone who does is a casual nigger who is just doing ibs5 or r2 fractals. Start with snowcrows and just stick infusions in. Use a strong power build for now and make a condi one later if you plan on doing CMs. discretize is a goos resource, but is aimed at end game players who want to minmax so some of the set ups are Fractal specific relics/sigils/food etc made for speedrunning.

A lot of NPCs are introduced in the early personal story chapters, so they might be in some chapter that you didn't play because of your race, your order or some choices you made along the way. Case in point,

Tegwen is part of the sylvari personal story, and Beirne is the NPC you talk to during the human prologue.
Carys is Tegwen's retard apprentice (whom you met alongside Tegwen in the sylvari story) and Deborah (who has a thing for Beirne and adopts his dog once he dies) is your sister if you picked the "dead sister" origin for a human character.
If you play through every single chapter for every race, every character creation choice and every order of Tyria… You'll still have no idea who most of these people are, because most of them interact with the player character MAYBE once or twice, do nothing memorable and simply reappear at a later point in time.
I actually like that some of these characters have their own life and don't simply pop into existence when you're around, like the faggots from Diversity's Edge. For example, Beirne and Deborah are both Seraphs, they join the Vigil and meet each other. Or, if you played the sylvari story about retrieving Caladbolg, the holomancer Elli also joins the Pact, and her solid hologram tech is later used in Dragon Bash. It all makes early GW2 feel like Tyria is an actual world rather than a theme park.

Up until 2022 you wouldn't even get to play that.
The whole LS1 was absent (since it was temporary content from way back in 2013) and, after reaching level 80, you'd get a message from some NPC in Lion's Arch who'd give you a VERY succinct summary of what happened. This was mostly to introduce Diversity's Edge since, right up to Victory or Death, you were hanging out with Logan, Rytlock and the others, and then you'd start the LS2 and find yourself surrounded by a bunch of retards never mentioned before.
At least now you, too, get to experience the trainwreck that was the "expansion worth of content" we got for the first two years after launch!

He and his equivalent NPCs in the WvW maps sell exotic gear where you can select any stats, and they're ridiculously cheap if you've done any WvW.
As for the fractals themselves, T1 is fairly easy and accessible, just warn that it's your first time and, if you have trouble finding a party, make your own and advertise it on the LFG tool. Just make sure you eventually get better equipment and upgrade to Ascended rarity as you make your way through the higher level fractals.
