No, they're obtained over time entirely for free supposedly, through a system called "tasks".
We'll have to wait a long ass time to collect 60 under normal circumstances though.
Some Anons in past threads said that you get 1 per week or something like that with the very rare instance where you get an extra task for another shard.
So if I'm not misunderstanding we're getting 4 shards per month for the most part which is 48 in a year, so 60 in 1 year and 3 months, again, without accounting for the aforementioned rare instances.

Reason why I came to appreciate the fifth slot so hard is because I pulled Phoebe. My fucking lord. 5* stats, higher stat spread among all of what she does is so busted. Definitely get Futaba + 5* weapon when she comes out.

There's still no soft pity information.
Newer standard 5* are added to the standard banner after 6 months pass from their release where as they're added as soon as their banner leaves on CN/KR/TW.
The velvet trial rebalance is still in place.
There's been a few global exclusive changes, but not many.
Last update we got an upgrade system for characters that was added much later in CN/KR/TW.
We're getting what is functionally a free 5* cognitite (for anyone except Fox and Queen, they will be added to the selection later on.)
The rest we've got is basically what CN/KR/TW got during the same patches. We haven't gotten much valuable stuff exclusive to us.
