They need to change Rouge's face in the gacha costume to get it more in line with her original look. Her pose also hides too much and needs to be changed. Instead of her sitting on top of the table she should be standing and slightly leaning up against it still allowing us to view her tummy fully and the pasty on her pussy. The shirt should be removed entirely or at least slip off during the tap animation briefly. They could make a unique variation of the tap animation like some other characters have where she messes up her little card trick and the shirt completely falls off and she picks it back up acting very embarrassed.
The colors are too flat on the skin which is one of the jarring differences to her base model. 2 charge speed lines, adding up to around 7% minimum
2 ammo lines
as many atk and ele lines as possible
This means she wants 12 total lines, which is quite expensive and requires some strategy managing fishing for line 3s.

Most Nikke want ele dmg, ATK and ammo, but it can differ a lot in specific cases. I don't think there's any decent complete list showing what Nikkes are worth investing into and what they need.
If you're starting with Alice, you gotta aim for at least 2 charge speed lines that combine to be at least 7.06% so you can reach full charge during her burst immediately. Then other than that aim for as much ele dmg, ammo and ATK with the priority in that order as you can get.
When rerolling target effects never lock anything in slot 1 and only lock slot 2 if you also already have a good effect in slot 3. Basically reroll the effects until you get a target effect in slot 3, then lock it (ideally with temp locks if you got a lot of them saved up) and reroll until you get a good effect in slot 2, then lock both slots and reroll until you get a good effect in slot 1 and you're done.
For rerolling the value of the effect, you should reroll until you get a blue or black line, then lock it and reroll until you get another and then lock both until you get a blue or black line on the last one. Honestly that level of minmaxing is gonna be very expensive and not worth it, if you already have 3 target effects on your OL gear and the values are relatively high even if not blue or black lines, just consider that good enough and move on to the next character.
If you're just starting out, in general it's better to diversify your investments at first.

There's 15 possible attribute levels. The chance for attribute levels 1~5 is 60%, the chance for levels 6~10 is 35%, and the chance for 11~15 is 5%.

That roll is 11, so its pretty high. Basically if you want to know if a roll is good or not, just look to see what a mid roll looks like for a given stat and compare it to the max roll and see if it's worth.
