The regular 405 dmg light penetration Punisher shotgun will be your friend for a long time. It's so fast on the reload you can shoot a bug, load a single shell, shoot a bug, load a shell. Pair it with the medium penetration MG till you get better stuff. The rapid fire shotgun that lights enemies on fire (breaker incendiary) is for straight punk bitches that are playing a shooter, yet hate to aim.

The Breaker is a good option but only being Light penetration with no stagger holds it back a lot. If you like the Punisher then the Cookout is the fire variant under the Flame warbond. Breaker incendiary is excellent and it's under the same warbond as the heavy penetration Senator revolver and the Jar Dominator which is a very good rifle.

Orbitals, jets, and turrents really arent needed.
Halt flechette is medium pen so you can kill the majority of the new bugs and stun is light pen for stalkers/big groups you can GL.
None of the bugs rush you like predator strain so you dont really need anything else
RR and Autosuit are for hive lords and dragons. you can toss extra RRs in the open if you want to fight it and team reload swapping extra backpacks to blow them up.

The actual fix would be giving all medium and light infantry weak spots all over their body so that light pen could actually kill them with aim at any angle. At best you can get something like what the bile titan has, a destructible part covering another part, though in the bile titan's case, their ass turns Medium after you deflate them.
I know a couple of enemies have part variants that replace parts of their models as well, I know Factory Striders have this for their sides and heads, where I believe they do go down to Heavy in those spots.

And then there IS durability reduction, where a part has a set durability, that decreases as it takes damage. I believe bile titan underbellies do this, starting at 100% durable, with a few different visual damage states at various break points. But, that's not a part taking no damage turning into one that does, that's just a part changing its durability ratio on the fly, and most light pen weapons having dogshit durability damage

This basic idea doesn't work
More enemies is not the solution for light pen. Weapons like the Eruptor, Purifier, and Crossbow will outperform any light weapon at clearing numbers. What light pen needs is actual damage, and things to deal that damage too.
Ideally, the chaff enemies and medium enemies would swap armors. The mediums have more health, that medium pen lacks the damage to put down quickly. The chaff has armor, that medium can easily clear en masse, while light weapons struggle and need angles or careful aim to do it. Right now, the functional difference in damage between lights and mediums is almost irrelevant, because lights lose all damage advantage from armor reduction, bullet variance just making shots miss, and so on, meaning Lights are in the lose-lose of doing less damage, and struggling at dealing with groups of enemies especially on higher difficulty
But, armoring your lights feels "wrong" in terms of game feel, even if it would be the correct decision for balance.
