Fates is also sandwiched between Awakening which did have a bunch of characters that held up (Lucina/Chrom/Robins etc) and Three Houses (which was and still is the most popular cast by far). It really doesn't have much hope because people are either biased via nostalgia to baby's first FE (Awakening) or via the fact 3H just has the best cast in the series by far. It and Valentia are squeezed by the big entries either side of them.

Engage had the same problem, "tough act to follow" syndrome where its cast needed to exceed and replace 3H's but its just so shit it made no impact on the series at all popularity wise. Engage's cast would have been a disappointment coming after most FE games, let alone "game with the most popular cast." If Engage's cast was even average it still would have struggled as a follow-up to 3H. Engage's cast are far below average for the series standard so it had no chance.

For memorability its really bad to come after the "big games" like Awakening and 3H, especially if the cast just isn't very good in general like Fates/Engage.
