I don't advise spending them on the higher tiers though, the return per permit gets progressively worse

Just buy T2-T3 blueprints as you need them. Equipping your students in better gear will let you progress more, get your cafe upgrades faster and level up faster. Farming low level blueprints is an annoying bottleneck you can skip with permits.
