Her kit looks pretty good, but she's going to suck to play in reality. This is because she's another DPS off-tank like Thor, and not only that, but her team-up is WITH Thor.

So basically, unless you get lucky and someone goes 2nd tank with a Magneto/Strange/Groot, your team will not have a proper front line. Players will see "oh someone went Vanguard" when you pick her, and you'll end up with Angela + 3 DPS. Or Angela + Thor.

Duo DPS team ups are by far the worst combinations because you're constraining your damage output to two characters in a role filled with 20+ other characters in it, not to mention the weakness it could expose as well. Its why you rarely ever see Punisher X Black Widow or Human Torch X Spiderman in matches. Not only are cross role team ups better but Vanguards and Strategists have the luxury have great same role team ups due to their respective smaller roster size and the arrangement generally covers weaknesses such characters would have if they're alone. Its why Mantis X Adam or Mag X Emma is so strong due to their team ups not only supplying a useful ability to the recipient but those characters also covered their partner's weakness making for a mutualistic relationship with one another.
