It's not. Go read up about mill effects, card advantage, and why, outside of instant win combos, mill decks are largely garbage. This isn't even milling. This is forcing your opponent to draw.

You're spending PP and a card to give your opponent a card. That's WORSE than do-nothing.

I don't find it's a particularly hard board state in the first place. You need more than one card to answer it but rose queen outdraws mode abyss anyways so you're more likely to be able to commit a Glade/Titania beside some 1pp/2pp removal than they are to drop the huge board. If they drop consecutive copies to fuck me up then I just take the L and go to next.

The biggest skill in the deck after hand management is really just learning how much damage you can let yourself take before you kill on the crackback with Rose Queen. The deck lives or dies by margins if it doesn't just get totally run over since you need to conserve hand to OTK which often means leaving their board up knowing your opponent doesn't have two turn lethal.
