Hell, in 8*, 9*, and Arch-Tempered it's incredibly difficult to sever nearly anything. Nu Udra is the somewhat exception but if you're trying to sever all the tentacles you need to make sure you hit only the intact ones or else he dies before you can do all six.

You should be able to fit Guts/Agi5/CS3/PB3/AR1/Burst1/QS3/EE2 on armor as baseline.
You can do Steve2 which lets you bump AR to Lv2, get better AR uptime, and get PP2 for FREE* but I feel like you'll have trouble keeping both those active in MP anyway.
Alternatively you can go Odo2 and bump Burst up to Lv2 but I don't really know how well you can keep up the 5hit bonus with GS. Critdraw HH counts bubble hits as part of Burst uptime so idk.
When all buffs (except PP) are active, Odo2 is slightly higher damage.

On the subject of Offsets they cannot nerf or change them because 9 Star monsters (the ones that matter anyway that aren't complete jobbers like Rey Dau) will take 30 minutes with slow weapons if you cannot offset.
9 Star Monsters move so FUCKING fast and almost never slow down at least half of your damage has to be offsets otherwise you'll never land shit

Capcom doesn't seem interested in a Rise Switch 2 upgrade, I would buy it. Switch barely handles Sunbreak content, especially Citadel and monsters like Gore, I stopped playing docked because it reaches like 15fps at times and handheld mode is somehow more playable.
